Trans Equality Society (TES) is a community-based organization dedicated to the empowerment welfare and well-being of transgender hijra individuals in the states of Telangana and Andhra Pradesh. We are also on the Telangana State Transgender Welfare Board constituted by the Telangana WCDC department, Telangana state social welfare department and Telangana state department for persons with disabilities and senior citizens.

PROJECT BACKGROUND

Working on KP Grant funded by the GFATM or Global Fund to fight AIDS, Tuberculosis and Malaria; aiming to provide community strengthening under the Principal Recipient Plan India, Sub Recipient NNTP or National Network of Transgender Persons is trying to bring members together to take collective action and generate solutions for the benefit of the community.

SCOPE OF WORK OF THE CONSULTANCY

The Program and M&E officer will be responsible for effective outreach and referral support of the community to the project directly to NNTP (National Network for Transgender Persons). S/he will be responsible for effective outreach and referral support at the CBO level for all the services listed in the programme. The person will also provide support to the Program and M&E Officer as per the need of the programme.

EDUCATIONAL QUALIFICATIONS & EXPERIENCE

• 3-5 years minimum in the social development sector in Training Coordinator and/or Advocacy Officer.
• Should be a confident user of MS Office, independent handling of e-mail & internet.
• Graduate in Social science. Masters in social work or in equivalent subject(s) will be preferred.
• Strong organizational skills with a problem-solving attitude.
• Excellent written and verbal communication skills.

KEY RESPONSIBILITY
Initiate Mapping, Data Generation, Review and Analysis.

• Initiate district-wise mapping for service providers and help the field team to track and saturate the eligible sites into the programs.
• Establish and track referral/linkages system to access various services.
• Generate service gap analysis reports frequently and inform the field team to plan and improve outreach services.
• Analyses program data, identifying the gaps, sharing inferences with the program team for new strategic thinking and helping develop implementation plans with the NNTP team.
• Support program team on data analysis/data presentation for any stakeholders meeting.

Data Quality Management

• Ensure implementation of M&E systems across the state uniformly and conduct frequent data quality audits at the district level/desk.
• Provide constructive feedback and guidance to the NNTP team on data management and data quality.
• Co-ordinate with DAPCU/ SACS / other officials for reconciliation of data and for collecting the data on a timely basis for reporting.
• Field level Mentoring and Monitoring Support: • Conduct regular technical assistance visits to the field and provide technical support to program and site staff in order to improve the reporting and quality of data. • Coordinate with officers of DAPCUs and SACS and NHM/SHS for smooth implementation and timely reporting of facilities program sustenance.

Reporting and Documentation:

• Prepare monthly and quarterly reports for NNTP and finalize them in coordination with state level managers.
• Manage documentation related to M&E activities reports including regular periodical progress reports, meeting reports, field visit reports, etc.
• Keeping all soft and hard copies of the documents.
• Capacity Building and Knowledge Management.
• Build the capacity of the State core team, POs, and FCs on Program MIS systems, M&E Activities, data recording, data validation, data triangulation and data management, and data quality assurance.
• Assess the need and organize training / on-site mentorship to site staff (public and private) on data management, and data quality assurance, for consistent and error-free reporting.

Other Support:

• Assist the State Program Specialist on all monitoring and evaluation activities as directed.
• Any other responsibility as assigned by the immediate supervisor.

S/he will be responsible for effective outreach and referral support at the CBO level for all the services listed in the programme. The person will also provide support to the program and M&E Officer as per the need of the programme.

EDUCATIONAL QUALIFICATIONS & EXPERIENCE

• Should be at least educated up to 8th standard with good knowledge of the local community and local language
• Community Mobiliser should preferably be from the community in the case of TG/Hijra.

KEY RESPONSIBILITY

• Ensuring 1-1 sessions, group sessions, hotspot level meetings, and advocacy meetings.
• Basic knowledge around transgender/Hijra specific issues (for example feminization process etc.)
• Building/creating second line leadership at hotspot/site level Contribute at the site level for advocacy activities.
• Provision of safe spaces (drop-in centers or DICs)
• Assist in the formation of Self-Help Groups (SHGs).
• The mobiliser will be responsible for preparing micro plans for the site, monitoring the implementation and review of the plans.
• Should be able to provide knowledge to the community about community strengthening.
• Facilitate and build capacity with the community to implement the activities as per the required norms of the project.
• Should discuss with the community members and other stakeholders in preparing a micro plan ensuring that field level support is ensured for smooth implementation of the project.
• Facilitate crisis response activities.
• Ensure supply and agreement of IEC materials for online websites. • Development of weekly/monthly plan and review of weekly/monthly plan in weekly/monthly meeting.
• Conducting support group meetings.
• Consolidate the data collected at the fields and report back to the Program and M&E Officer of the CBO.
• Ensure proper monthly support group meetings and CRT meetings coordinating with team members.
• Provide HIV/STI/ TB prevention and safer sex education to transgender/hijra members through outreach.

SCOPE OF WORK OF THE CONSULTANCY

The Finance and Admin Officer will be responsible for effective outreach and referral support of the community to the project. S/he will be responsible for effective outreach and referral support at the CBO level for all the services listed in the programme. The person will also provide support to the Program and M&E Officer as per the need of the programme

EDUCATIONAL QUALIFICATIONS & EXPERIENCE

• Proven work experience as an Administrative Officer, Administrator, or finance officer.
• Should graduate with accounting, statistics, or business administration as one of the passing subjects.
• Solid knowledge of office procedures.
• Experience with office management software like Tally and MS Office (MS Excel and MS Word, specifically).
• Strong organizational skills with a problem-solving attitude.
• Excellent written and verbal communication skills.

KEY RESPONSIBILITY

• Maintain project accounts, review expenditure pattern and utilization.
• Maintain daily book of accounts & timely disbursement of payments.
• Prepare monthly financial statement for submission.
• Ensure proper utilization of project finance as per guidelines.
• Responsible monthly and quarterly financial report to state level and national level team in hard copy and soft copy from time to time.
• Forecast programme costs and expenses in consultation with the line manager.
• Work in close coordination with Program and M&E Officer to ensure timely release of funds for programme activities.
• Maintain and submit all documents related to accounts with respect to the project activities.
• Maintain HR records, stock and asset register, and attendance register for the staff in proper documentation.
• Maintain up to date accurate records of program activities and programmatic indicators.
• Regular Coordination with program and M&E officer and Community Mobilizers.
• Regularly sharing of data analysis with the team.
• Support the compilation of information about programmes, including workshop reports in monthly, quarterly and annual reports and review and re-planning reports.
• Monitor, review, and evaluate the progress and impact of the program.
• Meeting financial requirements as per work plan prepared for programme implementation.
• Manage office supplies stock and place orders.
• Prepare regular reports on expenses and office budgets.
• Maintain and update company databases.
• Organize a filing system for important and confidential company documents.
• Answer queries from employees and clients.
• Update office policies as needed.
• Maintain a company calendar and schedule appointments.
• Book meeting rooms as required.
• Distribute and store correspondence (e.g., letters, emails and packages).
• Prepare reports and presentations with statistical data, as assigned.
• Arrange travel and accommodation.
• Schedule in-house and external events.

The Advocacy Officer will be responsible for effective outreach and referral support of the community to the project. S/he will be responsible for effective outreach and referral support at the CBO level for all the services listed in the programme. The person will also provide support to the Program and M&E Officer as per the need of the programme.

EDUCATIONAL QUALIFICATIONS & EXPERIENCE:

• 2-3 years minimum in the social development sector as Training Coordinator and/or Advocacy Officer.
• Should be a confident user of MS Office, independent handling of e-mail & internet.
• Graduate in Social science. Masters in social work or in equivalent subject(s) will be preferred.
• Strong organizational skills with a problem-solving attitude.
• Excellent written and verbal communication skills.

KEY RESPONSIBILITY:

• Capacity building of the project team.
• Coordination with district and block level Governmental departmental offices like hospitals, DSLSA, social welfare departments, etc. for organizing workshops for improving facilities for Transgender/Hijra individuals in Health care facilities.
• Maintaining liaison with SACS, government officials, and other key stakeholders.
• Advocacy with the government and the SACS members for community strengthening.
• Supporting Program and M&E Officer in the implementation of project activities.
• Reporting of training and advocacy with proper documentation.
• Cross checking reporting submitted by Community Mobilisers.
• Support Program and M&E Officer in budget forecasting.
• Support Program and M&E Officer in reporting.
• Any other duties assigned by the Senior Management team of RWS.
• Responsible for project implementation, advocacy and ensuring target achievements.
• Support the compilation of information about programmes, including workshop reports, monthly, quarterly, and annual reports and review and re-planning reports.
• Actively coordinate and take part in the baseline assessment till the impact assessment of the programme.
• Monitor, review and evaluate the progress and impact of capacity building programmes.
• Support the development of capacity building plans for needs identified.
• Work closely with government agencies, including law enforcement, health professionals and other departments as per the programme needs.
• Establish and coordinate partnerships (working groups, coordinating mechanisms, stakeholder meetings) to support the implementation of the project.
• Contribute to wider knowledge-sharing on transgender and hijra issues at the grassroots level.
• Develop and implement a project communication plan, including online activities.
